Here’s the difference good writing makes to the score:
Question 4. Describe how you will maintain consistent cleaning standards across the school, including how you will monitor quality and deal with complaints.
Weighting 15%. Maximum 500 words.
As submitted
-
We are a family-run company with over 15 years’ experience in commercial cleaning.
Background, not an answer. The question asks how you’ll monitor quality.
-
Our staff are fully trained and we always ensure the highest standards.
A claim, not evidence. Which standard, measured how?
-
Our supervisors carry out regular checks on site.
Who checks, how often, and against what?
-
Any issues raised by the school are dealt with quickly and professionally.
No response time, so nothing the evaluator can score.
2/5
WeakEvery sentence could describe any building. Nothing here mentions term time, holidays or safeguarding.
Rewritten
-
Your site supervisor, named at mobilisation, audits 10% of rooms every week against your cleaning specification and scores each room out of 10.
Named person, frequency, method.
-
Any room scoring under 8 is re-cleaned the same day, and you receive every audit score each month.
A clear threshold, and the school sees the evidence.
-
Complaints are acknowledged within 2 hours, put right within 24, and reviewed with your business manager each term.
Response times the evaluator can score.
-
Every school holiday we deep clean the kitchens, toilets and hard floors, and every operative holds an enhanced DBS check before starting on site.
Written for a school, not any building.
4/5
GoodTo reach 5 it needs proof the system works, such as last term’s audit scores from a current contract.
Your written answers can decide the contract
Buyers score two things: your price and your written answers. Each tender sets the split in advance. In these seven recent cleaning tenders, the written answers were worth between 20% and 85% of the total marks.
At The CAM Academy Trust, 85 of every 100 marks came from the writing and only 15 from the price.
How it works
Everything happens through forms and email. You never need to get on a call.
-
Upload a bid
Use the form below. A bid you lost, with the buyer’s scores and feedback if you have them, or a draft for a tender you’re working on now.
-
Get your free score sheet
Within 3 working days you get a one-page PDF: a likely score out of 5 for each answer and the three changes that would gain the most marks.
-
Choose a review or a full bid
Writing your own? I’ll review your draft before you submit. Want it done for you? I write the whole bid. You pay a 50% deposit online to start.
-
Fill in one questionnaire
For a full bid you answer an online questionnaire about how you run your contracts and upload your policies. I write the answers, you get two rounds of changes, then you add your price and submit.
For a full bid I need at least 7 working days before the deadline.
Fixed fees
You know the full cost before anything starts. No hourly rates and no success fees.

Who you’re dealing with
I’m Josh Mensah. Quillmark Bids does one job: the written answers in public-sector cleaning tenders.
My background is in B2B sales, where the job is working out what a business buyer actually cares about. Reading a tender is the same skill: the buyer tells you exactly what they’ll score, and most bids don’t answer it.
Quillmark Bids started in November 2026, so there’s no win rate or client list here yet. Judge the work instead: upload a bid and see what the score sheet finds.
I work with cleaning contractors across the UK, entirely by email, and I take a small number of bids each month so each one gets proper time.
Nothing is made up. Every claim in your bid comes from evidence you give me. If something can’t be evidenced, it stays out.
You stay in control. You set the price, approve every word and submit the bid yourself.
Your documents stay private. I never share them, and I’ll sign your NDA if you’d like one.
No promised wins. Nobody can honestly guarantee one. I do promise that every answer covers every part of the question.
Questions
- Do I need to get on a call?
- No. Everything works through forms and email. If you’d rather talk it through, I can do a video call at the weekend.
- Which tenders do you cover?
- Cleaning contracts for schools, academy trusts, councils, housing associations and other public bodies across the UK, including bids made through frameworks.
- Is my company too small?
- If you have the staff, insurance and policies to deliver the contract, no. If a tender looks out of reach, I’ll tell you in the score sheet before you spend anything.
- What don’t you do?
- I don’t set your prices or submit bids for you. I don’t take a full bid with less than 7 working days to go, and I won’t write for two firms bidding for the same contract. I only write cleaning tenders, not security, catering or construction.
- Do you use AI?
- Yes, for research and first drafts, as most writers now do. I write, check and edit every answer myself against the scoring criteria, and nothing goes in that your evidence doesn’t support. If a tender asks you to declare AI use, I’ll tell you exactly how it was used.
- What if we don’t win?
- The fee doesn’t depend on the result. Under the Procurement Act you should be sent an assessment summary with your scores, unless it was a framework call-off or a direct award. Send it to me and I’ll show you what to change next time.
- What do you need from us?
- The tender documents, a completed questionnaire about how you run your contracts, and any evidence you have: policies, audit results, accreditations, case studies and references.
